On 21/8/2000 the president of the republic issued the presidential decree no. 339 of the year 2000 for reorganizing the electric utility and consumer protection regulatory agency.

The presidential decree specified the functions of the agency in article no. 3; one of the functions is what is mentioned in the tenth paragraph of the third article that says:

"To consider customers complaints, assuring their interests protection, and resolving the disputes that may arise among the concerned parties"
