  Definitions and Abbreviations

The words, terms and expressions to which meanings are assigned by the Laws of Egypt, shall have the same meanings in the Agency documents & this web site. Words, terms and expressions used in these documents which are not defined in Egyptian law, shall have the meaning given to them in the list that follows:

"Agency"
Egyptian Electric Utility and Consumer Protection Regulatory Agency.
"Presidential Decree"
The decree of the president No. 339 of 2000 to reorganize the Egyptian Electric Utility and Consumer Protection Regulatory Agency.
"Board of Directors"
The Board of Directors of the Egyptian Electric Utility & Consumer Protection Regulatory Agency.
"Managing Director"
The Managing Director is the Managing Director of the Agency.
"License"
The official document issued by the Agency to a corporate entity to Generate, Transmit or Distribute electrical power in the Arab Republic of Egypt, with the approval of the Board of Directors, for a specific period of time in accordance with the Presidential Decree.
"Interim License"
The official document issued by the Agency to a corporate entity to generate, transmit or distribute electrical power in Egypt, with the approval of the Board of Directors, for a specific limited period of time until the License is issued, in accordance with the Presidential Decree.
"Generation Company"
The corporate entity licensed to generate electrical Energy power Generating activity from its various facilities.
"Transmission Company"
The corporate entity licensed to transmit electrical power, for loads 33 kV and above, to distribution companies or consumers with loads of 33 kV and above, in addition to loads of 11 kV, and 22 kV to distribution companies.
Distribution Company
The corporate entity licensed to distribute electrical power through the distribution network that such entity owns for loads less than 33 kV.
"Consumer"
The end user of electrical power according to a contract concluded between him/her and the generation, transmission and / or distribution entity at transmission voltages or distribution company voltages.
"Distribution Network"
A group of facilities and equipment that belongs to a licensed distribution company designed to distribute electrical power for loads less than 33 kV, which includes overhead lines, ground cables, feeders, transformers, control stations and metering equipment.
"Transmission Network"
A group of facilities and equipment that belongs to a licensed transmission company designed to transmit electrical power for loads 33 kV and above including overhead lines, ground cables, feeders, transformers, communication networks, control centers and metering equipment.
"Tariff"
The unit price for sale of electrical energy (kWh) and electrical power (kW) to a consumer for various uses.
"Electricity Utility"
A licensed electrical power company either owned by the government or the private sector.
"Licensee"
A corporate entity to whom a license has been issued.
"Other Licensee"
Any other corporate entity possessing a license issued by the Agency to generate, transmit or distribute electrical power.
"Safe Distance"
The distance -specified by law- on both sides of the electrical line within which no buildings or facilities shall be established.
"Distribution Code"
The standard specifications for designing, constructing, modifying, operating and maintaining assets of distribution networks as well as the control and operation systems for all generation and distribution assets associated with the distribution networks.
"Transmission Code"
The standard specifications for designing, constructing, modifying, operating and maintaining assets of transmission networks as well as the control and operation systems for all generation and distribution assets associated with the transmission network.
"Year"
The fiscal year which starts and ends according to the licensees financial system.
"Access to the network"
Means the right of the economic agents that produce, transmit and distribute electricity, as well as of the consumers of electricity to connect themselves and to use, under lawful and non-discriminatory conditions, the services of the transmission and distribution networks.
"Annual Average Load"
Means the total annual kilowatt-hours of energy use divided by the number of hours in a year (8760). Average load is generally measured in megawatts (MW). [One MW is equal to 1000 (kW).]
"Annual Energy Use"
means the total consumption of electrical energy measured in kilowatt-hours (kWh) or megawatt-hours (MWh). [One MWh is equal to 1000 kWh.]
"Area of Supply"
Means the geographic area referred to in a distribution license within which specific authorized activities, obligations and rights may be allowed.
"Authorization"
Means the granting of permission by the Agency for certain specific activities such as construction and commissioning of new facilities or modification of existing facilities.
"Benchmarking
Means the practice of comparing indicators of utility service performance; the study of specific performance indicators or business practices in order to improve the performance of the industry; the selection of best performance indicators as yardstick measurements to be used in setting target performance standards for such regulatory practices as ratemaking.
"Code"
Means a collection of rules of a technical, commercial and legal nature, issued by the Agency, by which compulsory practices, regulations and proceedings for economic agents in the field of electricity are established.
"Coincidental Peak (CP)"
means a customer's megawatts (MW) of instantaneous demand at the time of the utility's system peak ( i.e., maximum) instantaneous demand.
"Cost of Providing Service"
Means a method of tariff fixation in which the total cost of providing service to customers is reflected in the tariff, as determined by the application of logical and generally-accepted cost allocation techniques and shall include at least operation and maintenance costs and debt service.
"Customer's Average Price"
Means the customer's total bill divided by that customer's total kWh of energy consumption. The "price" includes all components of the customer's bill and is simply equivalent to the customer's "average bill." Depending upon the particular energy use, an individual customer's average price can be above, below, or equal to the utility's average price. Because the average price includes components that are not sensitive to usage (e.g. a customer charge) an individual customer's average price will decrease as the kWh of energy use increases (spreads the fixed components over more kWh).
"Dispatch"
Means the load control function that determines which generation units will generate how much power for sale to the transmission system; this is sometimes called the "merit order of dispatch".
"Electricity producer"
Means a legal person, titleholder of an electricity generation license, characterized by the activity of electricity production with the intent to sell it.
"Electricity sector"
Means the group of public and private companies, activities and installations used for the production, transmission and distribution of electricity, including the import and export of electricity.
"Energy Charge"
Means any charge that is levied on a per kWh basis (i.e., measured in terms of a monetary charge per kWh). Revenues a utility receives from energy charges are, therefore, sensitive to the number of kWh sold.
"Framework contracts"
Means the set of legal documents that describe the contracts between purchasers of electricity and wholesale sellers of electricity, containing, among other things, pricing provisions, operating provisions, interconnection arrangements, administrative provisions and the rights and obligations of the parties to the contracts.
"Holding Company"
Means the Egyptian Electricity Holding Company.
"Independent power producer"
Means any electricity producer which has no transmission/distribution networks and is not wholly owned by the Holding Company; this term may include BOOTs (build, own operate and transfer) arrangements.
"Km"Means kilometer.
"kW"Means kilowatt.
"kWh"Means kilowatt-hour.
"Member"
Means a member of the Board of Directors of the Egyptian Electric Utility and Consumer Protection Regulatory Agency;
"MVA"Means megavolt-ampere.
"MW"Means megawatt.
"MWh"Means megawatt-hour.
"Performance Standards"
Means the compulsory technical, economic and operational standards that refer to the quality parameters of electricity generation, transmission and/or distribution.
"Petitions"
Includes all pleadings, filings, applications, complaints, appeals, replies, rejoinders, supplemental pleadings, other papers and documents to be filed before the Agency.
"Power Pool"
Means an arrangement in which several electric generating companies agree to centralized dispatch of their generation.
"Proceedings"
Means any hearings, inquiries or investigations held for the purpose of determining whether the Agency should issue an order or decision, or for such other purpose as the Agency may from time to time direct.
"Regulations"
Means any and all regulations issued by the Agency.
"Retail"
Means the sale of electricity to consumers.
"Retail Business"
Means the licensed business of Retail sale of electricity.
"Service Provider"
Means the Licensee who generates, transmits or distributes electricity for sale or resale.
"Service Recipient"
Means the customer of a Service Provider, a person or company who buys electricity or services from a generation, transmission or distribution Licensee.
"Suspension of License"
Means the decision issued by the Agency by which the license granted is withdrawn and revoked for a well-defined period of time. The Agency may order the activity to be continued under monitoring and with restrictions, if the activity affects the interests of electricity consumers.
"Transmission"
Means the transportation of electricity by means of the Transmission System.
"Distribution"
Means the transportation of electricity by means of a Distribution System.
"Generating Facility"
Means any plant or apparatus for the generation of electricity and shall where appropriate include a generating station comprised of one (or more) generating unit.
"Switchyards"
Means the enclosed areas at power stations containing switching facilities and equipment for the purpose of connecting to the transmission network.
"Technical characteristics"Means all data and elements of a technical nature that characterize a certain energy objective.
"Tariff Methodology"Means the broad guiding principles that provide the theoretical framework of tariff reviews.
