The functions of the Agency's Board of Directors shall be as follows:

  1. Setting the Agency's organizational structure in order to help it achieve its objectives and perform all its functions.

  2. Ratifying the procedures set for granting licenses related to construction, management, operation, and maintenance necessary for carrying out electric power production, transmission, and distribution activities: and furthermore defining the rules for withdrawing previously granted licenses and the procedures for bringing complaints against such decisions, all without prejudice to the activities governed by special agreements.

  3. Issuing decisions for granting, renewing and monitoring licenses for the construction, management operation and maintenance of projects consisting of electric power generation, transmission, distribution and sale, as well as for reviewing these licenses and supervising the implementation of the projects.

  4. Reviewing the conditions required in agreements concerning the use by any Electric Utility of the transmission and distribution networks belonging to other parties.

  5. Approving the performance evaluating criteria of utility departments responsible for consumer services in order to protect the consumers's interests, and measure and evaluate the Electric Utility compliance with the approved performance criteria in relating to consmers complaints.

  6. Approving the decisions related to settlement of disputes that may arise among the electric sector entities or between the elctric sector entities and the consumers.

  7. setelment of complaints pertaining to activities that contradicting with recognized rules of lawful competition between different electric utilities parties, and taking necessary action to avoid causes of complaints.

  8. Ratification of internal regulations of the Financial, Technical, and Administrative affairs of the Agency, without being restricted by government rules or regulations.

  9. Ratification of agancies by laws provided that such regulations include all provisions organizing their affairs, particularly their appointment, promotion retribution, determining thier salaries, remuneration, incentives and allowances.

  10. Determining the fees for the licenses generated and services rendered by the Agency to the electricity sector entities.

  11. Receiving donations, and grants given to the Agency provided that these do not contradict with its objectives.

  12. Approval of the yearly Budget, the annual Financial Statements of the Agency and the final Financial reports of the agency.

  13. Any other issues that may be submitted by the Chairman to the Board.
